Are laser guns possible today?

By this, I mean portable laboratory grade lasers that could cut through at least plastic (heck, even Wicked Lasers can do that). I mean powerful lasers that can at least cause severe (3nd degree & up) burns in about half a second. It must have a sustainable power source (continuous for at least 5 hours). It could be a continuous beam or a rather silly "blaster beam." Is it possible today?

terrible self inflicted scars?

i used to cut myself when i was a teenager and the results are hideous self inflicted scars. they are very numerous and pretty big and i got steroid injections to make the keloids go down and i started laser treatment but it didn't really improve anything, and insurance don't really cover plastic surgery you know so does anyone know of anything i can do to help with cost or like some out reach that will help me?
i am very pretty but you could imagine how something like this would effect my self esteem
