Flood fault of upstairs neighbor.?

I recently came home to find my kitchen, laundry room, and front entrance way way (as well as the hall leading to my door) flooded because my upstairs neighbor had left her water on.
I have had several issues with this neighbor and recently gave the landlord a letter documenting the issues thus far.
In my lease it states that the management can not be held liable for "the actions or ommissions of other tenants" which makes sense.
My question is, do I have any recourse directly with the upstairs neighbor?
(There were several items in the laundry room, which I was using for storage, that were ruined including several holiday decorating items and my roomates vacuum. We also discovered a crack in our ceiling where more water was dripping on the carpet in the living room.. The maintanence guy used a box cutter to cut a small whole, about one inch long and only a few milimeters wide, so that the water coming from here would all come out that one whole and not the length of the crack.)

do you have renters insurance/?
If not you can try small claims court, but document and photo everything while freshly destroyed.
Definitely go to the landlord or owner of bldg. to see if they can help first.

can you tattoo over scars?

So... I'm a former self-harmer ("cutter") and I've been clean a week. It might not seem like long, but this is a huge accomplishment for me. Anyways...

I've been planning a tattoo for a couple years now, and I probably won't get it until I'm sixteen anyways... On the outside of my wrist where there are mostly superficial scars, not deep, as the same level as my skin, I want to get a small dragonfly, with some leaves and vines that will wrape around to the inside of my wrist. In between two scars from old suicide attempts, I want to get "Hold On" in script, the letters looking like a vine. The space between the two raised suicide scars is about two inches...

My question is will tattoos look alright over scars? Do they cover them up or just go around them or what?

Because this is really important piece of art for me so, yeah. Haha.

My ex girlfriend has very bad scars that she got injected with cortozine to minimize the appearance. Hers are so bad and all over and a tattoo would be unsuccessful for her. But if you only have small thin superficial scars then you'll be okay. Good job on the week though. Now try for the month!
