History of a lighter?

I recently acquired this amazing (vintage?) Pall Mall lighter. I'm trying to identify it and find someone to give it a "tune up" and replace the cap screw for where the lighter fluid goes in.

I believe it is made of silver. One side has a raised engraved pattern with a crown over leaves and stars. There is a little rectangle where you can engrave your initials. The opposite is red with the Pall Mall Crest and the words "IN HOC SIGNO VINCES." The bottom is marked with "CONTINENTAL - JAPAN." It is about half the size of a credit card and maybe 1/4 of an inch thick (not certain).

"In Hoc Signo Vinces" was, and is, Pall Mall's signature phrase. Meaning, more or less, "You Shall Conquer." Continental is the manufacturer of the lighter. It was made in Japan, post WWII sometime after 1956. Before that time, it would have said "Made in Japan." It is most likely a copy of the more popular Zippo lighter. Look for a Cigar Store or Knife Shop usually in your local mall. They usually sell lighters and may have a repair source.

is it legal to buy a zippo at My age?

ok so im fifteen and i like to to do zippo tricks and im pretty good at it and ive been planning on going to this store(off the wall)or(things rememberd)to buy a nice engraved gun metal zippo and ive heard that you can be 15 and still get a zippo but you cant buy the fluid for it.And i live in illinois.PS:10POINTS FOR BEST ANSWER!!!!!!!!!!!!
