when do u need a resell license?

what if i buy a product and alter it. do i still need a resell license? for example: if i bought from a wholesaler a blank item then had it engraved would i need a resell lic. or no bc i altered it into my own work.

If you are selling anything as a business in other words it is how you earn your living, Then yes you need a business licence if you only sell a couple once in a while then you are OK. It also depends on if you are re-selling new items that you have just enhanced. they are not considered as re-sale items because you bought them wholesale and are selling them retail for profit.

engraving?

I have a tiffany's return to tiffany's necklace. It has two hearts, on one heart it says return to tiffanys and on the other its blank. I want to engrave the other one with something, but I don't know what. Any ideas? Also, how much would it cost since its pretty small, it looks like this accept one heart is blank:
